I have a 1996 Chrysler LHS with 41k. No check engine lights, no ABS light on. But everytime I brake I hear the traction control going off and feel vibrations under the brake pedal but the green traction control light doesnt come on so its not that. I'm not sure if its a caliper, or my brake lines messed up.? Also my emergency brake doesnt work at all. I can put it on and still put the vehicle in drive and it will still go.

You have an anti-lock brake problem, not traction control. The vibrations during braking are the computer cycling the solenoids to reduce fluid pressure to one of the brakes. If the wheels are not locking up or skidding when this happens, suspect a cracked toothed tone ring next to one of the front wheels. The crack is picked up as an extra pulse which means the other wheels appear to be turning slower and are about to lock up.
