I have a 1995-96 mercury mystique, check engine light is on, found plug for scan, but it won't work, is there another way to test?

So what year do you have you said you have a 1995-1996?Also why doesnt the connector work?

THIS MAY NOT HELP

MY SISTER'S TAHOE'S OBD II PLUG WAS INOPERABLE---SEEMS HER CIGARETTE LIGHTER DID NOT EITHER (FOUND THIS OUT WHEN TRYING TO FIRE UP A SMOKE [DORAL MENTHOL], WHILE PONDERING THE SITUATION)

BOTH WERE ON THE SAME FUSE---IT WAS BLOWN

CHECK YOUR FUSES. LIGHTER MAY NOT BE INVOLVED ON YOUR RIG!
