I have a 1995-96 mercury mystique, check engine light is on, found plug for scan,but it won't work, is there another way to test?

So what year do you have you said you have a 1995-1996?Also why doesnt the connector work?

THIS MAY NOT HELP
MY SISTER'S TAHOE'S OBD II PLUG WAS INOPERABLE---SEEMS HER CIGARETTE LIGHTER DID NOT EITHER (FOUND THIS OUT WHEN TRYING TO FIRE UP A SMOKE [DORAL MENTHOL], WHILE PONDERING THE SITUATION)
BOTH WERE ON THE SAME FUSE---IT WAS BLOWN
CHECK YOUR FUSES.....LIGHTER MAY NOT BE INVOLVED ON YOUR RIG!
