I have a 1995 cherokee. The radio and blower fan operate normally with the ignition in the accessory position. With the ingnition switch in the "on" position with the vehicle running they do not work. If I turn on either the radio or the blower the clock goes out and neither will operate.

Get the ignition switch checked. Seems the ACC circuit is not contacting correctly in the ON position.
