1994 Volkswagen Jetta wont shut off

I change the ignition switch but it didn't help I can't turn my car off I take key out it is still running I have no idea what is wrong plz help its a 94 jetta 3 GLS 2.0 motor I check all the fuses don't no if there is a relay or what else there mite be wrong I have to pull a fuse then the battery to kill the car

The key cylinder is worn. Not turning the ignition switch back to the off position enough.

Replace the Key and Cylinder (come together).
