1994 Saturn SC2 airbag light

Received car as gift. There were several things needing attentionI;ve done this work over the last year and the car sit for some time before I received it
1 overheat new cts and wiring fixed fan
2. Driver power window motor
3. Exhaust hanging, tightened up heat shield installed clamps to secure aftermarket muffler
4. Odometer not working bought gears online replaced in cluster after install code 26
replaced bulbs and not more codes from pcm
5. Gas gauge didn't work bad float, fuel pump has gone bad and been replaced and all works
6. Temp gauge does go to 3/4 hot before fan engages but I believe that this is normal for car
7. The dome light and map light needed attention
8. Sunroof doesn't work to be looked at later
9. All 4 brakes assemblies were covered with rust "no anti lock light at start up but would come on
after a short distance of driving" I've cleaned the best I could believe front sensors are bad thats at a later date.
10. My main concern now is air bag light!At start up after battery has been disconnected it flashes and stays on.I've researched how to's and checked resistance of air bag and clock spring and seemed ok
I;ve looked at all the connections what I found and thought might be a problem was the clockspring loose in column it would move in and out and left and right
it throws a code 21 and 22 every time after clearing them with my friends monitor I tried securing clockspring with a zip tie around column and it doesnt move but code still comes back am I looking in right spot.
i'd like it to work because I might sell it any insight will be helpful

So did you measure from both ends of the clock spring to get the resistance values?

What I 've done is recheck the airbag resistance and it was 2ohms. Then the clockspring was 2ohmx on top. Then I tightened up the connectors in the airbag and reinstalled it. At the connector under column after blocking shorting pin was 2.9 ohms on the 20 ohm setting.

With the clock spring unplugged on both ends you measured from one side of the clock to the other side of the clock spring measuring the resistance?

Not exactly. What i'll do is remove airbag and check resistance and take a pic and send it this will be with shorting bars eliminated. Next i'll measure clockspring at top using shorting bar undercolumn with pics. Then i'll elimate short bar under column put a jumper up top and measure with a pic to make sure this is want you want under column

I got 2.5 ohms from airbag and.8 ohms from clockspring both ways I tried to send pic but not very good at that you might get them in a separate folder from my icloud ssharing deal I dunno though
