Notice with engine code altenator reads about 9 volts like its running off just the battery, then when riding it jump back to 14volts and lights get brighter. Like the voltage regulator just kicks in could this be the altenator going bad? I have a jeep cherokee sport 1994 6cyl

Hello,

Yes it is most likely the Alternators Voltage Regulator, And I believe it is internal so you would have to replace the whole Alternator.

You can go down to your local parts store and have them test it just to be sure.
