As the steering wheel shakes, that leads me to believe your issue lies in the front end. I believe your van came with a steering stabilizer, and they are known to fail. That may be the cause of this shake. An out of balance tire wont shake until a higher rate of speed, however an out of round tire will certainly shake. Easy to check. Jack tires off ground and spin. Look for any out of roundness. Keep us updated.
