The diagram is a partial for your power windows. Check the gage fuse for voltage, with the key on, use a testlite. You may have check in park and out of park. I don't know why shifting would have anything to do with it?
As you can see that fuse gets voltage from ignition switch. Goes hot with the key on. It could be caused by several issues, ignition switch--fuse box-- wiring circuit. If you have voltage at the fuse when problem is ongoing, then the problem is after the fuse.
