1993 Mercury Tracer Brake lights always on

Brake lights are always on when I start the car, however when the car is off the brake lights function normally indicating that the brake light switch that I just replaced functions normally. When I press on the brake when the car is on the lights flicker. The speedometer light also stopped working recently could there be a connection?

Check the adjustment on the brake light switch.

I have already removed and readjusted the brake light switch. The switch also functions normally when the car isn't powered on.
