What are the symptoms of a bad ECU?

I have been having some hot start problems and I tried to see if there were any check engine light (cel) codes on the ecu, so I took the jumper plug (aka the service connector) on the ecu and inserted a paperclip into both holes of the connector. Then I turned the ignition key to position II to see if the cel would flash codes. But when I turned the key to position II the cel stayed on steady. What does this mean?

Is the CEL coming On while engine is idling?

No, there have been no CEL's.

There's nothing in there to worry about-if something is wrong it'll pop the light

So does this mean that my hot start problems are not caused by a bad sensor?

Hot start could be a fuel pressure problem-check it if its within specs
