Can I clean EGR while on motor?

Can you clean the egr valve while it's on the vehicle without removing it, the manifold looks like a header and not a typical looking part tried to spray white plastic part with electrical connection with PB cleaner

It needs removed to clean it. There is a valve in it that has to seal. Usually, carbon builds on the internals and either cause the valve to stick or there is so much carbon, it is blocked off. Also, when you remove it, you will most likely needs to clean the intake where it mounts. Same thing there. Carbon.

There should be 2 bolts that hold it on. Maybe 13mm? I see one of them in the picture.

Yeah, I know that but the problem is that the EGR valve appears to be built into the inside of the plastic part after you get it off, and I don't know how to get it apart to clean it without breaking it, any suggestions?
