Transmission only shifts into drive when I rev the engine

Changed fluid filter and vacuum modulator, no changes, prolem keeps getting worse

Check trans pressure. The front pump may not be producing enough pressure. When you rev the engine, it turns faster and builds more pressure.

Ok, I was thinking the pump, so how would I go about testing the pressure?
