1993 Aerostar doesn't fast idle on cold start. Idles fine after warm up. Starts with difficulty when below 32 degrees

Should idle fast at cold start. The computer does this to quickly bring the engine up to temp. It should slowly drop the idle after a minute or so.

Hard starts during cold could be bad gas (use a bottle of HEAT), or a failing fuel pressure regulator. Check it with a fuel pressure gauge. Pressure should be 39-45 psi and hold for at leas 15 minutes after you shut down engine. If it doesn't, bad FPR
