I have a 1992 Subaru SVX and when I first start it up the green "POWER" light on the cluster flashes aprox. 16 times. I looked it up in the manual and it says it is the transmission. What is the seriousness of this problem?

It simply means there is an electronic control fault with the Auto-trans or the circuits involved with it. It could be something as simple as a Throttle Position sensor. Or it could be detrimental to your transmissions performance and/or longevity. I would get it checked out by someone who can read the fault code as soon as possible. The power light is much the same as your 'check engine light'. But it's only for transmission related faults.
