1992 Mitsubishi Lancer Clicking under dash

We were driving along there was a ticking under the dash and the rev counter bounced around and then the car shut off an wouldn't come back on. The engine check light also came on. Also smelled a bit like fish. Car won't start again but it happened once before and after an hour or two it started again fine and continued to work until now. About 1 month apart.
