Could my 1991 Mercury Tracer handle P195/70r14 tires (My only budget option for now)? The recommended size is 185/60r14

I definitely would not do that at all. There is an EXTREME height difference in those 2 size and it would have very adverse effect on the vehicle. I doubt they would even clear the fender wells.
