Why timing belt moves from position when adjusted. Are there other parts need replacement?

I replace the timing belt, timing belt tensioner, and spring, idler pulley and I notice that the timing belt continuos to move from position to close to metal are.

On initial set up, there is slack in the belt. When you remove the slack, it changes. You have to compensate for that movement in the initial set up so when you tension it up, it will come into time.
