On a 1991 Camero I have no cabin heat. I replace the heater control valve and radiator and coolant. I topped off the coolant after running engine for 20 minutes after reaching oper temp. The control seems to be operating. What have I overlooked. Air bubble in system, check valve?

You can get air trapped in the heater core, but it sounds as though you've bled the system correctly. Have you attempted to flush the heater core to check for a blockage? Also, the blend door sometimes gets stuck, one/more of the vacuum lines/solenoids that controls the blend door could leak/break (including the main vacuum supply line entering the HVAC unit from the engine compartment)
