Wiring harness from engine compartment to fuse block inside cabin

Headlights, running lights, dash lights and radio do not work. Fuses ok. Heard ticking noise behind dash, like a relay clicking constantly, right before these things went out. All power to fuse block under hood is ok. Power for problem items to inside fuse block is not there. Could this be a problem in the wiring harness?
