High HC's on smog test 89 Suzuki

Good Morning! I took a well-used Suzuki Swift in for a smog test and got a "gross polluter" rating. Engine is a 1.3-4 cyl, throttle body FI.
Test is as follows:
Idle:
HC allowable 120: Measured 305
CO allowable 1.0: Measured.25
CO2 Measured 13.40
O2 Measured: 1.9 (Apparently no standards on these)
2500RPM:

HC Allowable 140: Measured 255
CO Allowable 1.0: Measured.55
CO2 Measured 13.60
O2 Measured 1.5

Plugs & wires were near new. Cap and rotor age unknown.

Is this a catalytic converter problem? Any help would be appreciated. I have read the other posts and on most, the "could be" list is so long as to be meaningless.

MANY things can cause high HC most common is leaking injectors. Try running SeaFoam in tank to clean. Do you have a timing light?

Did the seafoam. It didn't help and yes, I have a timing light. What should I look for? Last time I checked the timing was TDC.
