I will go to crank up my truck, and it will rev up really high and then rev up and down and then shut off. But if I put it in gear or hit the gas it will run fine, but my rpms seem to fluctuate a lot.

Clean the throttleplate on both sides as well as iac valve which is in throttle body. Check fuel pressure and scan for codes.

What does the throttle plate look like? And how do I check the fuel pressure?

You need a guage for teh fuel presssure auto parts stores rent them out and the throttle platei sat the end of the air duct from the air cleaner.
