I have a 1989 S-10 4.3 dead #2 cylinder. What could it be

Done wet and dry compression check 5 PSI on both. Removed head and checked valves for leaks, there were no leaks. No obvious signs of leakage on head gasket. No blow by with the engine running. What could be the issue?

Check the camshaft lobes if its within specs

Camshaft lobes are good, already checked them.

Valves are good then its coming from the rings or worned out cylinder

If it were the rings, it should cause blow by right? There wasn't any, that was the first thing I checked before tearing down.

Do a cylinder leakage test-this will take you somewhere
