I SEE THAT I HAVE A PUDDLE OF WATER COMING OUT OF MY TAIL PIPE. WHAT IS THIS CAUSED FROM?
1988 OLDSMOBILE DELTA 88
I well run the car down the street and when I turn off the car I would look at the back of the car and see water coming out of the tail pipe.

If you're not losing coolant, that is normal. It's a byproduct of the catalytic converter doing its job. GM cars of that era seemed to dribble more water than some other brands, but it's normal.
If you are losing coolant, suspect a leaking head gasket. There are two different tests to check for that.
