rack and pinion leak

My rack and pinion had to be replaced.I got a rebuilt one and a friend installed it.While filling with fluid {engine idling} it made an odd pop and fluid poured out from driver side boot.Should fluid be there? Could it have blown a seal inside? Do I replace the boot or the whole thing?

Those boots are to keep dust off the shafts. It sounds like a snap ring wasn't seated properly when they rebuilt it, and the seal on one side popped out. You'll need to exchange it under warranty. There should never be fluid in those boots.
