What does it mean when you have motor oil coming into the air filter?

I have changed the Pvc valve, hoping for a fix, but it did not work. Still have oil in the air filter.

The engine is producing too much blow-by gases which means the piston rings are worn.

What oil are you using? If you go to a heavier weight oil like 20/50 and/or use an additive like LUCAS oil stabilizer you may reduce the amount of oil getting to filter.
