Is there a ground wire on a transmission to a 1988 Dodge Ramcharger?

The transmission is a rebuilt it's less the a year old. Found a wire hanging from tranny ground wire is what it looks like. Where does it connect to on the tranny and would it mess with the shifting?

In 88, there was no electronics in the shifting.
Is there anything not working in the vehicle?
Hard to say without seeing a wire schematic. I will research.

In my 1988dodge ram charger when you step on the gas it wants to stall. When the truck is in gear and you give it gas the engine wants to shutdown. I can't hit passing gear either. As soon as you push it to the floor the engine shuts down and as soon as you take your foot off the gas it comes right back on. In park when you rev the engine it does the same thing as it does in gear. I need to figure out this problem. Thank you.

I would look at the cat converter for being clogged.
Make sure your tune up parts are in good shape.
I believe your issue is engine related not trans related.
