Low beam/High beam issues

I have one headlight that has the low beam working and the other side is the high beam working. What might be the cause of this, and is it an eazy fix?

have you tested/checked bulbs?

Yes, changed both bulbs, and still have the same issues.

headlight switch or brights switch may be faulty. all fuses ok?

all the fuses looked ok. Would the relay switch be bad as well or instead of?
