My car is diesel, not sure if it is turbo. It forces oil through the dipstick. Is this normal if the dipstick isn't firmly locked down in place or is it a sign that I need to overhaul. The engine smokes a little when running, but not all the time.

Is the oil level at the correct level, if so, I would be thinking the engine breather may be blocked, check these first, if this is ok, you may have to do a leak down test to see if there is combustion pressure by passing the rings and over pressurising the sump.
