What is the best solution to soak my carburetor in?

I would recommend carb cleaner.

Carb cleaner could be expensive to soak a part. Most auto stores have a parts cleaner which is less abrasive than carb cleaner and comes in a gallon size. If you are going to soak the carb it might be a cheaper way to go than buying spray bottles of carb cleaner.
