1961 Chevrolet Bel Air fan to water pump bolts

The 4 bolts for fan to water pump on 235 CU 6 cyl are they left handed threads (as to not loosen when fan spinning clockwise)

No they are right handed thread. Probably just tight. Try renting a fan wrench at auto parts should be 1/2" head
