Will not start in bitter cold

Last couple of years truck will not start on cold days below thirty degrees. When the the temperature outside gets higher it will start. Brand new fuel pump. Parked in garage overnight truck starts most of the time. Left outside to the elements truck will not start. Has been to a mechanic twice. He is obviously clueless. Anyone else have any suggestions?

A coolant temperature sensor or an air temperature sensor if it has one and probably does. But either of those should be setting a trouble code so did this mechanic scan for codes?
