2000 Volvo S40 CAM Gear, timing belt leak

I have a 2000 Volvo S40 with 80K miles. I was told I have a small leak at variable cam gear-need to replace gear, seals, timing belt and tensioners. Also need to replace rear brake pads and rotors.
One place quoted me between $700-$800 for the timing belt work.
Other places I called quoted me between $700 and $900.
One place though, gave me a quote of $550 and said that the other places are charging for replacing a gear that does not need to be replaced. So I don't know what to believe!

Also with the rotors for the brakes--2 places said they would resurface the rotors. But the others said resurfacing is bad and they will always just replace the rotors.
Again, I don't know what to believe.

The $550 quote is in ball park should be no need for gear and tensioner IF engine is running now. Based on a $90 per hr. Shop rate. As for brakes no need to replace rotors as long as they are not worn below min. Specs. Or groved.

So why are all the other places wanting so much more?
What happens if I don't replace the tensioner and gear now? Could they suddenly fail a week after the other items are replaced?

With the brakes, they are at 5MM. Should the rotors be replaced then?

Can't speak for other shops but gears and tensioners are not normanlly replaced especially at only 80 k miles.
As for rotors conditions for replacement is as I stated
