2004 Volkswagen Passat car repair rip off

Air Conditioning problem

I took my Passat in to be repaired. He put in a new air conditioning compressor. When I picked it up I was told there were no relays and he could not get the compressor to work. He has to call a friend who knows Volks. To get the part he needs to get the compressor to start. I drove the car away and the more I think about it I feel he did something wrong. He came down in the price orginally quoted over $200. Is there a speclal part needed to get the a/c compressor to work please? Thank you.
