1999 Volkswagen Passat Air Intake Pump / Sensor

Secondary air intake pump continues to run (drains battery) after car is off (started in extreme cold temps). I'm assuming the pump isn't bad because it is running and can feel vacuum, would it be a bad sensor and where is it (sensor) located if it is a sensor?

Sounds like the air injection pump relay is sticking constantly powering it -see below for location

2.8L air injection pump relay at in control module housing near master cylinder
