1998 Volkswagen Jetta car won't start

my car has become very unreliable. it often won't start, yet by the time it gets towed to the shop, its fine again. the mechanic had replaced the spark plugs, cables,coil,distributor cap, rotor. the starter is new,alternator is working fine same as the battery. the car starts only when he feels like it. maybe the car has an electrical, ignition, or injection problems.what do you suggest that it's causing this problem?

When you turn the key to the on position without cranking the engine over can you hear the fuel pump run in the tank for 5 seconds?
