brake pedal is low on startup takes up tp 25mins for the pedal to feel firm,brake servor has been changed.

If the brake booster has been replaced then you still need to test it. There could be a loose or damaged line on the booster system. If brake booster system is OK then one or more of the brake hoses may have collapsed. They will need inspected as well as the brake pads/shoes and fluid.
