2004 Vauxhall Combo LOSS OF POWER

I have a 2004 vauxhall combo 1.7 dti, the oil pump packed in about a week ago and starved the turbo from oil, I have now had a new oil pump fitted and a reconditioned turbo, everything seemed fine apart from there being no power, the car can hardly make it up a hill unless I drop it down to first gear, can you please help me out. Thanks

Did the old turbo come apart?

Is there any debris in the cooler?

The old turbo was whisling it head off, no debris in the cooler.

Do you have a boost gauge?
If the car was running fine before then it has to be that there isn't enough air flowing. Both in and out of the engine. Like the turbo is not spinning.
