Turns over no start

Replaced ignition actuator, turned ignition switch on dash lights come on here fuel pump turn on turns over doesn't start. Have 12v at the coil but no spark. Checked power at control mod, term 4 12v positive with switch on, terminal 6 have 7v negative with switch on. With ignition switch off have 12v negative at term 6. Think there should be 12v negative at term 6 with switch on.

Let's start with a few basic tests. You have two small wire connections at the ignition coil. The white w/light blue circuit should have 12v when the key is in the Run or Start positions. The other wire (dark green with yellow) should be your signal from the ignition module. The easiest way to test this circuit is by connecting the clamp end of your test light lead to the positive battery terminal. Next, touch the dark green w/yellow circuit cavity with your test light probe while having a helper crank the engine. With the engine cranking, your test light should be flashing. If it's flashing, that indicates the "primary" side of you ignition system is working correctly. From there, you either have an issue with your coil or your distributor cap/rotor or wires. I've attached a copy of the wiring diagram for your reference.
