1998 Toyota RAV4 Timing Belt adjustment

1998 Toyota Rav4 4 cyl All Wheel Drive Automatic 130K miles

Changed the timing belt on my 1998 Rav4. And everything is fine until it runs for a minute or two. Thats when the timing belt seems to loosen up and "flutters" between the camshaft pulley and the water pump and jumps time. How do I keep tension on that?

The idler pulley should be turned to tension the timing belt. Loosen the slider bolt and then allow the spring to hold tension and then tighten the pivot and slide bolts.
