1996 Toyota Pickup No Power

I have a 1996 Toyota Pickup with a V-6, 3.0 EFI engine. The truck starts right up and idles pretty smooth. If you step on the gas while in Park or while driving the truck will not go past 2500 RPM's. The truck starts to backfire and choke. I have removed the Catalytic Converter, changed the fuel pump, fuel filter and still no luck. Also the truck will not pass a smog test because it will not run higher then 2500 RPM's Please help

Inspect and test the mass airflow meter and the throttle position sensor and the vehicle speed sensor to include the fuel pressure

Thank you for your help. I just found out it is a 1993 Toyota Pickup. The truck belongs to a friend of mine. All the other information that I gave you was correct. The mass airflow meter and the throttle position sensor has already been changed. Where is the speed sensor and how do I check the fuel pressure? Thank you very much.
