2003 Toyota Corolla Air conditoning and a bit flat tire

I have two questions
Since I bought this car a year ago, the car A/C doesn't work at all. I fill the R134 but the result is the same. Some people told me there might be a leak. How can I solve out this problem?
My second question is my front tires are not inflated well but the tire pressure reading 30 as the car manual recommend. Is there any comment you can forward to me or it doesn't matter as long as the pressure reading is okay?

If you are losing freon, then you have a leak, you can try some 134A with leak sealer, but is depends on size of leak.
Doesn't hurt to try.

Air pressure max. Is on side of tire and on drivers side sticker on door or frame. Usually 32-35 psi.
