1991 Toyota Corolla Radiater Fan

Is it necessary that my fan constantly runs even during cold weather. Immediately starting my 1991 Toyota Corolla the fan start running. Is there a problem?

The fan should only run when the temp is above a certain temp.

Usually this is caused by a bad fan switch. The fan switch is below the dist. In the thermostat housing assy. It is a white single prong connector that plugs into the side of the housing.
You will need to change it.
It is possible that a fan relay is stuck, but usually the fan switch is the culprit.
