My radiator fan was not coming on unless I turned on the airconditioner.I replaced the radiator fan switch and now both fans run continuously. I had a spare relay and changed that, but the fans will not shut off.

The symptoms you describe are the fan switch. If unplugged the fans will run all the time.

I would check that the switch is grounded to block, or replace it with a Toyota part.

Although as Mark said, you could have a stuck relay.
