1989 Toyota Corolla loose steering heavy vibration

Steering is very loose and car drifts at all speeds. At low speeds there is a heavy vibration. Vibration goes away when car reaches 40 and above. Can stop vibration or at least control it a bit if I keep the steering wheel either left or right.

Jack the car up with front wheels off the ground, grab the tire and see how much horizontal and vertical play. You can usually see what is loose. Sounds like some very worn tie rods or a bad rack.
