how do I change license plate lights /sometimes I have trouble starting the car you can hear fuel pump working but car wont start sometimes it takes 20 or 30 trys

Generally the plate lights are changed from outside, but look inside trunk and see if there is access to it.

Have the fuel pressure checked with a mechanical gauge, if low, it may indicate a weak/bad pump.
Also remove fuel pressue regulator vacuum line for gas, if present, then the FPR has a ruptured diaphram and would need to be replaced. This could cause starting problems, since excessive gas would be pulled into intake and flood engine.
