My 94 Celica gt w/ 147,000 miles

Ok here is my problem. First when I was driving home one night on the highway my engine just stalled liked the govenor kicked on and it dropped down to about 25 mph. Ever since then I can not take my rpm's up past 4000 if I do it just bounces the needle and shakes the car and kinda in a way sputters like it wants to take off but cant. Second when im driving or even when im stopped the car shakes very bad like if you were driving in a rocky field. Now just recently when I go to start the car when I first try to turn it over it screaches like it does when you turn the key when the car is already running. So please help.

As we cant hear the screeching sound its hard to tell.
Maybe the timing belt?
The needle "bouncing" sounds like the rev limiter.
Could the rev limiter have dropped to 4rpm?
Just throwing some ideas.
