Water swooshing sound under dash

2004 Toyota Camry. 48,000 miles, 4-cylinder. For about the last month, I've been hearing a rattling plus the sound of water swooshing around under the dash on the driver's side. It is especially noticable upon startup and stopping and going. Any ideas what might be causing this? Thanks!
