Tail lights not working!

When headlights are on the tail lights are not coming on. The brake lights, turn signals, everything else is working checked the fuses and changed the bulbs, what else could it be?

Re check all fuses with a test light.

Could be either a headlight switch or wiring

How do u do that the test light don't fit in the hole the fuses came out of do u understand what I'm saying?

The test light touches the top terminals of the fuse. You test for power on both sides of the fuse.
