Surging at at all times, new Howell TBI installation

Been trying to solve this for over one year. Yes, one year. The vehicle has not moved one inch under its own power due to heavy surging. I am completely desperate at this point and will most likely sell this possessed vehicle. This will be a summary hang in there: Howell TBI installation. Fairly unmolested cj7, 1986. Upon starting, it always surges no matter what you do, warm, cold, accelerate. The engine cleanly revs up to about 1200 and goes down to 400 then catches itself and repeat. I have noticed the injectors stop firing at the peak and then start again. Okay, fuel pump has been changed with new unit-10psi. Dead head pressure at 75 psi. Volume is about 1 gallon a minute. ECM has been changed, throttle body has been changed. CTS, TPS, MAP, have all been changed. Distributor has been changed. Ignition module has been changed. Wiring has been checked over and over and direct power has been applied. Fuel relay has been bypassed. IAC appears to be going in and out with the surging. EGR and all vacuum ports have been plugged or removed to eliminate leaks. Manifold have been resurfaced and pressure tested. Plug wires, cap, rotor new.
That's about it I think. Had a GM master tech look at it. Baffled.

Good afternoon,

If you disconnect the IAC motor, does the surging stop or continue?

The IAC is a controlled vacuum leak to allow the engine to idle.

Also, did anyone check for vacuum leaks? The intake manifold gasket was a common failure for this in the days.

Spray some carburetor cleaner around the intake where it meets the head to see if you get an idle change.

Hello and thank you for the response! Disconnecting the IAC does not alter the surging. I have also ran in wide open and locked closed. The manifolds were re-surfaced flat and installed with a rem-flex seal. No leaks there. I have smoked the intake also.

Okay, is there a control unit for this? Is there any adjustment for this unit?

Does the control unit use the O2 sensor readings for fuel mapping?

It has an ECM and a Duraspark factory ignition. Yes the o2 sensor does figure in but the MAP sensor does the mixture. I am told.

Can you adjust the fuel system? The O2 sensor has to be in control of the fuel mapping.

The fuel mapping is not adjustable. Is in fixed in the chip. It runs much better with the vacuum tube to the MAP sensor unplugged.

It sounds like the unit you purchased is the problem.

Any fuel injection add on must read the O2 sensor to see how much fuel is burned or unburned and will adjust accordingly.
