2007 Subaru Legacy no power

Car will not rev past 3-4000 rpm. Cannot drive under load.
Originally had cel reading of catalytic converter below threshold.
Took to dealer, says I was getting misfires in all 4 cylinders. They know I am handy and I had just replaced plugs and wires within the last 2 mos. Suggested the coil pack was bad. Replaced coil pack($175) and the plugs again, same issue.
Tried to test front 02 sensor and if I am doing correctly, I have no reading at all.
My next step is to replace the front 02 sensor($140).
Obviously this is getting expensive. Any other suggestions? Or what additional info do you need?

Could be a vacuum leak, EGR valve and fuel pressure problem

After going through my memory banks, I disconnected the mid pipe from the first cat and started car. Loud yes, but it revved freely. Problem, a partially clogged 2nd catalytic converter.
Solution, removed pipe, cut. Gutted 2nd converter and rewelded. Runs like a champ.
